Maintaining international peace and security is the responsibility of the Security Council. According to Article 39 of the United Nations Charter, this duty is the responsibility of the Council as an inherent and primary obligation. However, the actions of that council based on the change of conditions and circumstances and the transformation of threats from gross and widespread violations of human rights to global warming and climate change and disease epidemics have caused the Security Council to operate beyond international hostilities. Therefore, after recognizing a situation as a threat to peace and security, it issues a resolution based on the seventh chapter. Among the council's actions in order to resolve peace violations and return the situation to the previous state, the establishment of adhoc courts and mixed judicial courts are notable. In this article, with a descriptive method the actions of the Security Council were analyzed. It was concluded that the Security Council as a permanent institution and a comprehensive pillar in the United Nations, in dealing with the new threats has made resolutions and established courts that are beyond its political state and has entered into a quasi-legal institution.
