In the international arena, arrangements have been made, both at the level of conventions such as the 1982 Convention on the Law of the Sea and at the level of the Security Council, with the adoption of numerous resolutions and finally through international and regional cooperation to combat piracy. And the extent of pirate attacks has called into question the comprehensiveness of existing regulations and necessitated the adoption of a new document specifically dealing with the phenomenon of piracy. Existing international law, although it contains provisions for combating piracy in general, lacks the necessary and sufficient mechanisms to combat modern piracy in various maritime regions, including the waters of Southeast Asia, the coasts of Somalia, the Gulf of Aden and the Gulf of Guinea. To deal effectively with this phenomenon, it is not possible to rely on the traditional mechanisms of international law regarding the rights governing piracy. In the present study, using descriptive-analytical method and using library resources, the limitations of international documents in the field of piracy and the need to develop and approve a specific international document on piracy have been discussed and a proposed model for this document has been proposed.
