One of the regions that is at the center of proxy military groups is the Middle East region, because the fear of losing regional allies and the formation of the dominant discourse of resistance and independence due to the Arab revolutions caused the United States, instead of a direct and active presence, to indirectly through proxy wars in Syria, Yemen and Iraq to seek to secure its interests and continue its presence in the Middle East. Question; What is the responsibility of governments in proxy groups? and hypothesis; In today's society and the do's and don'ts of the present era, it does not seem far-fetched to impose criminal responsibility on the shoulders of persons other than the material agent. Therefore, proxy wars are an important factor in redefining the new order of the region, and on the other hand, with the advancement of technology and the new order and the solutions for creating new justice, it gives suggestions for the inclusion of this type of indirect responsibility as much as possible, the responsibility that in the first place It seems inconsistent with the principle of personal nature of crime and punishment.
