Workplace accidents (such as the Plasco Building Accident) are one of the most important issues that have received special attention from public opinion and public law policymakers in recent years. These accidents often cause serious harm to the poor and low-income segments of society, because the lack of appropriate health and safety conditions and mechanisms often affects work environments and workshops with poor financial support. The purpose of the present study, which was compiled using a descriptive-analytical method and library tools, is to explain the criminal policy of Iran and the European Union in relation to health and safety regulations. The findings of the present study show that in designing and directing criminal policy regarding health and safety regulations, it is necessary to emphasize and focus heavily on the role of non-governmental organizations in monitoring and reporting dangerous cases. This has been done well in the European Union policy-making model and good results have been achieved; but unfortunately, in Iranian law, this issue has not been given the attention of policymakers despite the proliferation of scattered laws and regulations, and this has led to other incidents, including the Metropol building incident, occurring after the Plasco building incident.
